城乡规划局新指南掀争议 州政府无权批非穆宗教地
（吉隆坡27日讯/独家报导）联邦城乡规划局（PLAN ）发出2022年城乡规划发展的非伊斯兰宗教场所规划指南阐明，非伊斯兰宗教场所土地规划须获联邦土地局批准的事项，引起争议。
一旦有关地段没得到联邦土地局批准或存有变数，意味州政府将在非伊斯兰宗教场所土地规划失去决策权。
有关指南也阐明，发展商在非伊斯兰宗教场所的土地规划上，需提交12A、12B和12C申请表格，以让州土地局保留该地段使用权，直至联邦土地局批准通过。
对此，大马道教总会总会长陈和章接受《中国报》访问时坦言，对有关发展指南并不知情，并指他也是首次看到相关内容。

陈和章也是五大宗教谘询理事会署理主席。他强调，联邦土地局只负责制定新土地发展规划，不是批准非伊斯兰宗教场所土地规划，同时指相关土地规划是州政府权限，而非中央政府权限。
“中央政府只是负责制定新土地法令，且所提出的规划发展指南仅供参考，各州接不接受由他们决定。”
他指出，五大宗教谘询理事会曾在去年与PLAN代表会面，反对该局提出的非伊斯兰宗教场所土地规划新条例。
“新条例阐明，发展商需拨给非伊斯兰宗教场所的土地面积从0.5公顷缩小至0.5英亩，根本不够分给其他宗教。
“该局也提出限制非伊斯兰宗教场所需远离清真寺一段距离，并以安全为由禁止非伊斯兰宗教场所建在路边，这么做并不合理，因信徒们都看不到这些场所，且当局做法已干涉宗教自由。”
