槟岛设脸部识别系统 通缉犯，看你往哪逃

槟岛市政厅首推闭路电视脸部识别系统，与警方合作，打击罪案。
有关系统，与警方通缉犯数据连线，只要镜头下出现与通缉犯匹配的样貌，系统就会发出警示，调出相关通缉犯的资料。
接着，系统会定位有关通缉犯位置，警方即派人拦截。
槟州首长曹观友今早在有关系统推展礼上说，槟岛目前有767个闭路电视，年中增加至917个。
他认为，以槟岛的规模来说，需要3000至5000个闭路电视才足够。比较大的城市里，有2万至3万个闭路电视。

他希望，槟岛市政厅推动脸部识别系统一事，能成各州甚至国家的榜样。
“通过闭路电视，我们也能预测罪犯的动向及逃跑路线。举例说，有人在新街打枪，通过闭路电视，我们能追纵犯人逃跑路线，并拦截对方。”
此外，槟州总警长拿督斯里达威甘说，系统的识别率，需视警方资料库里，通缉犯照片的清晰程度而定。
“照片越清楚，识别率就越高，达90%。”
谈及其它州属的罪犯，是否也能通过有关系统识别，他说，只要槟州警方有该罪犯的资料就能。
“拦截罪犯后，我们会检查、核实，再逮捕。”
推展礼上，现场也透过演习，示范如何识别、定位通缉犯，并派出警员拦截。
与会者有槟州地方政府主席佳日星、槟州旅游发展委员会主席杨顺兴，及槟岛市长拿督尤端祥等人。

佳日星：可研究预测罪案发生
槟州地方政府主席佳日星说，通过闭路电视数据，可研究甚至预测罪案的发生。
“我们需要专业人士，分析闭路电视视频，并演算出可能发生的罪案。”
他说，早前到法国考察后得知，当地甚至是整个欧洲，都大规模地使用闭路电视。
“这是因为法国发生恐袭，罗厘撞人群的事故后，当局从闭路电视上，发现有关罗厘行迹可疑，在恐袭前几天，出现在不该出现的地方。”
他说，若发现得早，可避免罪案发生。
“我会向政府要求更多预算，聘请专家分析闭路电视视频。”
他也说，除了预防罪案，通过闭路电视也能预防车祸的发生。
“罪案及车祸，都有它特定的发生‘模式’，我们需要专家来分析。”
