维护城市安全 缅全国装脸部识别系统
（仰光12日综合电）缅甸军政府在全国更多城市安装中国制造、具脸部识别功能的摄像监控系统。人权组织担心军政府利用这套系统监视和打压异议分子。
3名正在参与或曾参与摄像监控系统安装计划的消息人士透露，军政府招标书指这项计划旨在维护城市安全，在某些情况下，甚至有助维持国内和平。他们担心遭军政府报复而不愿具名。
他们说，去年2月军事政变以来，至少5个城市包括第四大城市毛淡棉，启动了新摄像监控系统。另有5个城市包括首都内比都及最大城市仰光，在翁桑苏姬领导的前政府时期，已经安装或计划安装摄像监控系统，当时的说法是预防犯罪。
其中一名消息人士透露，军政府计划在全国7省和7邦的城市，都安装摄像监控系统。这个规模是先前从未公开的。

消息人士说，得标的两家缅甸公司采用的摄像机和相关技术从中国引进，供应方包括安防巨头浙江大华、华为和海康威视。
海康威视发声明说，从未直接出售产品给缅甸军政府，它的海外市场客户都是分销商和整合商。它也没有出售脸部辨识技术给缅甸。浙江大华和华为则没有作出回应。
忧用于打压异议分子
消息人士说，军事政变发生后不久，毛淡棉为安装摄像监控系统展开招标，现已安装200多部摄像机，未来还会安装更多。掸邦首府东枝和南部港市土瓦今年安装了数百部摄像机。民族骚乱地区克钦邦首府密支那也有这类装置。
内比都安装的华为摄像机配有脸部识别软件；仰光的监控系统则包含交通指挥中心及摄像机；第二大城市曼德勒在军事政变前已安装至少300部华为摄像机，接下来还将安装数百部。
人权观察组织亚洲区副主任罗伯森发声明说：“监控摄像机对（缅甸）民主活动人士构成严重威胁，因为军警可利用监控摄像机追踪他们的行踪，从中推测他们之间的联系，确认安全屋和其他集合点，以及辨识和拦截民运分子乘坐的汽车或摩哆。”
