（基辅17日综合电）俄罗斯持续对乌克兰多座城市发动猛烈攻击，乌克兰北部城市切尔尼戈夫（Chernihiv）当地时间周三上午遭遇火箭攻击，一群为了面包正在排队的百姓不幸遭殃，至少13人死亡。

美国大使馆也在推特发布此一消息，但并未提供消息来源。稍晚美国有线新闻网络引述切尔尼戈夫市长说法证实这桩悲剧。也有英国媒体取得现场画面，令人不忍直视。

英国广播公司（BBC）报导，切尔尼戈夫警察局长尼泽尔斯基（Vladimir Nidzelsky）表示，死亡人数上升至13人。他指出，这些罹难者是在炮弹击中一栋高楼后惨死，随后摔落至地面，另有数十人受伤。

切尔尼戈夫市长乔斯（Vyacheslav Chaus）稍早说，当时民众正在排队领取面包，美国有线新闻网络藉由网络定位技术确认的画面显示，空袭现场有明显已无生息的遗体倒卧在地，但画面中的遗体已加以模糊处理，附近还有车辆正在搬移不确定是否仍活着的民众。

乔斯接受当地电视媒体访问时指，这次是俄军以间接火力攻击平民，在当地并非首见，也不是敌军首度对平民开火，“俄军持续对本市与州内其他城市大多数民用基础设施炮击、摧毁”。

切尔尼戈夫市已受俄军包围多时，上周遭俄军多次炮击，许多炮弹击中市内的住宅区。

美国大使馆周三发布推文：“今天，俄军攻击切尔尼戈夫市为了领面包正在排队的平民，10人死亡。如此骇人的攻击必须终止。我们正在思考所有可能的选项，务必针对乌克兰境内任何一桩暴行问责。”
