（布城18日讯）4名独中家长不满高庭裁决关丹中华中学学生参与统考属合法，今日提出上诉；上诉庭认为，根据1996年教育法令第69（1）条文阐明，赋权考试局批准非独中报考统考，因此董总及关中应向考试局取得书面批准。
以上诉庭法官丹斯里依德鲁斯哈伦、拿督苏拉雅及拿督钟贤冠（译音）组成的上诉庭三司指出，法庭标杆性的裁决，将会影响日后报考统考的学生，教育课题应该不要影响到最重要的学生。
三司之首的依德鲁斯哈伦在聆听家长代表律师余万里的陈词后，同意后者说法，即根据1996年教育法令第69（1）条文，任何人需要报考任何一项考试前，需事前获得考试局主任的批准。
他质问董总代表律师黄觥发，“这些问题是可以解决的，为什么不提早去解决？”
